Kimberley process

pk diamondsThe UN initiated, in January 2003, the Kimberley Process (KP). Since then, 76 countries, or 99.8% of the world’s rough diamond production, have participated.

It is an international observatory whose objective is to stem the infiltration of blood diamonds.

 

The KP is a truly global network for the prevention of conflict and the fight against rebellion, through the exfiltration of blood diamonds. KP promotes the controlled and legal exploitation and trade of diamonds.

The goal of the Kimberley Process is:

  • Improved tracking of traceability of rough diamonds from mines to the SNP / PK.
  • Creating a more transparent and better-defined diamond business.
  • Increased state revenue and foreign currency attraction.

The KP reflects a strong political will and commitment of the Government to comply with the principles and requirements of the Kimberley Process , as well as to observe international rules on transparency in the extractive industries.

 

The situation in Cameroon is as follows:

  •       41 occurrences of alluvial diamonds
  •       Significant potential of alluvial diamonds on the transboundary line Batouri Yaoundé Ebolowa
  •       Estimation of the alluvial diamond potential: between 3 and 5 million carats

NB: 5 carats = 1 gram

  • 2003: The Head of State signed Cameroon’s instrument of accession to the KP
  • July 2007: The MINIMIDT started, with the technical expertise of the Office of Geological and Mining Research (BRGM), a study
  • 02 November: Decree No. 2011/3666 / PM of 02 November 2011 on the establishment, organization and functioning of the PK certification system in the Republic of Cameroon
  • 03 November 2011: Plenary Assembly of Kinshasa in DRC asked Cameroon to complete its dossier
  • November 29: Order No. 203 / PM of November 29, 2011 appointing officials of the Permanent National Secretariat of the KP.
  • Experts (BEED = Diamond Assessment and Expertise Office) and minimum staff + Headquarters available in the heart of Yaounde)
  • 04 to 07 June: Washington DC, Cameroon is accepted as a participating country at the inter-sessional meeting
  • 09 to 11 July: visit to Cameroon (to Bertoua, Kette, Mobilong, Yaoundé) experts from the KP World Committee
  • August 14: Official notification of the admission of Cameroon as a member of the Kimberley Process by Ambassador Guillian to MILOVANOVIC, President of the KP
  • January 16: The mining company C & K Mining officially received the first certificate of Kimberley of Cameroon worth quitus to export diamonds, estimated at 600 carats.

The stakes of the PK are:

  •        Improved tracking of traceability of rough diamonds from mines to SNP / PK
  •         Creating a more transparent and better-defined diamond business
  •         Increased state revenue and foreign currency attraction.

The challenges of PK are:

  •         Full legalization of all artisanal operations
  •       Systematic and total recording of all transactions from the farm to the commercialization
  •       Financial means and various equipment

The prospects of the PK are:

  •        Victory over conflict diamonds and fraud diamonds.
  •        Diamonds source of prosperity.
  •        Diamonds contribute to sustainable development and peace.
